For the possible erratum in PROV-DM, my recommendation would be to rephrase the “value cell” for prov:label
in table
https://www.w3.org/TR/prov-dm/#attributes-at-a-glance

Instead of “A Value<https://www.w3.org/TR/prov-dm/#concept-value> of type xsd:string<https://www.w3.org/TR/xmlschema11-2/#string>”, I would recommend “A Value<https://www.w3.org/TR/prov-dm/#concept-value> that must be a string” to align with the first paragraph of section 5.7.2.1.

A serialisation such as PROV-N is prescriptive about the actual encoding of strings (with or without language tag).
