There are some key questions that need answers and evidence before I think W3C should consider a working group: 1/ What is the value of this standardization? The answer needs to say why a standard in this area is needed. While standards are generally desirable, would this standard be a priority to data users or system providers? 2/ Why W3C? W3C is primarily focused on web technologies. How does this fit into the web? What does W3C as a venue bring? Are the right communities going to be active? Andy
