Re: Document status changes

Hi Matthew, all

Gap Analysis and Use Cases documents have been re open and republished at:
https://www.w3.org/TR/pronunciation-gap-analysis/ and https://www.w3.org/TR/pronunciation-use-cases/, and both of those two documents have updated to date and their status changed from retired to Draft Note.

With regard to Gap Analysis and Use Cases and User Scenarios, there is a retire process need to follow, I will take the process and retire them later.
