Draft Pronunciation Explainer from TPAC

Greetings from Fukuoka!

During Thursday’s APA meeting with the TAG, the recommendation was made that we develop an explainer document. The Explainer document would be submitted to the TAG and serve as the source document  for an issue to be filed with WHATWG for HTML.

I took this as an action item and present for your consideration a first draft of the “Improving Spoken Presentation on the Web” Explainer [1].  We would like to move on this as quickly as possible, so please take a look and provide comments via issues on github.
