Meeting at TPAC

On the call today some people indicated that they might like to
participate, but not attend the meeting in person.  We'll be doing what we
can to accommodate people attending the meeting remotely, but as Tess
noted, you will need to register for TPAC.

This year, the W3C are asking remote attendees to pay a registration fee.
Let us know if that is a problem for you.  As always, participation in
GitHub and our other meetings will be as open as we can manage.
