Privacy breakout session at TPAC

Belatedly, here are cleaned up minutes from the Privacy Breakout session at TPAC about a month ago. Thanks to Hadley, Dan, Christine and Tara for running this session.

The session was rather broad, so it's hard for me to provide conclusion bullet points, though I welcome anyone's feedback. Discussion included:
* a summary of work being done (STRINT, TAG, WebAppSec, PING, WSIG, User-Centric Controls workshop),
* private browsing modes,
* fingerprinting and heuristics,
* interactions with policymakers.

Comments or follow-up discussion is welcome on this list (public-privacy).
