Hi Doc, The Microsoft link is outdated, and appears to document the state of the world when IE 10 was in beta test. (I'm not sure all aspects were correct even then.) Note that "user gets a choice" and "on by default" are not mutually exclusive states. That's part of what makes the shipping IE 10 implementation interesting.
