It is quite common. I think that would make in general a good ground for a best practice for TOS and EULA. Not many companies show exactly the differences in between two versions of a policy. You usually receive an email saying this is the new policy when it would be a lot more useful to have a diff in addition of the full policy.

Even an explanation about the implications would improve it too.
