Powder technology buttons created and installed

My understanding is that the last round of POWDER publication (last
call) are the last one before Proposed Rec. I have therefore asked our
designers to create and have installed the POWDER technology buttons as
part of the Sem Web technology buttons; index page is part of:

http://www.w3.org/2007/10/sw-logos.html#sw-buttons

(These logos are usually done and installed and candidate recommendation
phase...)
