Version 0.3 of the Semantic POWDER Processor has just been released at  
sourceforge,

Release Notes: This release of the Semantic POWDER Processor fixes a  
glitch with the fillers of
wdrs:describedby triples in the answer and accepts URLs of POWDER  
documents which are
downloaded and then processed as local files.
