Ah, my reference to the use case document was not to our POWDER use case document, but rather the SKOS use cases, which is where I guess a "concept->something" relationship would go. I had a brief chat with the SWD during the Boston F2F about this, but unfortunately haven't followed up on it. Also, my own ideas on this topic is far from crystal clear, there is a difference between saying "someone tagged Kjetil is a foaf:Person with URI http://www.kjetil.kjernsmo.net/foaf#me", and "something tagged nude is a nude picture", but perhaps it should have the same property anyway.
