== Standardize layerX/layerY on MouseEvent ==
Being that layerX and layerY are available on all browsers for MouseEvent we should standardize it.

@smaug---- perhaps FireFox should move it from UIEvent to MouseEvent solely?

Edge, IE, Chrome all have it only on MouseEvent
