[pointerevents] Add attribute tests for nohover pointer events like touch (#568)

NavidZ has just created a new issue for https://github.com/w3c/pointerevents:

== Add attribute tests for nohover pointer events like touch ==
Adding a similar test to
https://github.com/w3c/web-platform-tests/blob/master/pointerevents/pointerevent_attributes_hoverable_pointers-manual.html

for touch like pointer events. With this we can remove a lot of other tests that these two tests will cover most of the basic usecases.
