We discussed this in PEWG today. There was a general consensus that adding down/up targets to `click` would be useful. Re my last post above: in PEWG we also discussed detecting drifting when those targets are the same, and highlighted the need to spec a related behavior that seems consistent among major browsers: "no click is fired for a touch-drag even with `touch-action:none`".
