Re: [pointerevents] `touch-action: none` behavior is intuitive in Firefox, confusing in Chrome. The spec should be clearer. (#387)

additionally, maybe there should be a new `touch-action: text;` option, and _that one_ should behave like what Chrome currently does. `none` for touch actions should really mean there are _none_, regardless of pointer type.
