Re: [pointerevents] Clarify what the coalesced/predicted targets dirty stuff is actually about (#370)

Could we instead say that we always set the target for each coalesced /predicted event (and leave it as an implementation detail to do this lazily) or is it possible for a developer to observe when the target of these events change?
