* Reword/expand touch-action definition

- trying to make it clear that `touch-action` is ONLY concerned with panning/scrolling/zooming, not other things like text selection/highlighting, or whether or not a UA triggers a link or form control.
- trying to make the slightly handwavy way in which `manipulation` has been defined clearer, without using the specific wording that we determined can't be used due to IPR concencern (relating to a particular way in which zooming can happen, and which has historically led to that 300ms-ish delay in touchscreen interactions)

* Simplify language

avoiding the handwavy/convoluted "non-continuous zoom" - calling a spade a spade, and saying explicitly which types of gestures (involving multiple taps/touches with timings, such as double-tap to zoom) are affected by this. We feel that since we don't actually define these gestures, this is within the limits of what we can say in the spec...and it makes it much easier to understand.
