* Extend pointer events to support raw trackpad data

discussion on raw trackpad date - per last meeting's minutes 
(https://www.w3.org/2019/06/26-pointerevents-minutes.html) we wanted to 
gather more potential scenarios to see if this should be pursued further 
(or if it's too low-level / gets almost into a more generic sensor API 
territory)

* Too many other behaviors interrupt pointer events (dragstart, 
touch-action)<https://github.com/w3c/pointerevents/issues/213>: any 
progress/start of a PR yet? if not, we can defer to next meeting

* touch-action: scroll || scroll-x ||

Navid)

* Mouse back/forward buttons: page navigation or JS events?

* update for PE v3 content that we are going to merge into the main spec 
over the next two weeks hopefully.
