Rick is correct – IE did not have any support for pen input in Windows 7.

Generally for the past year or so this group has been looking here only at Edge and current versions of Windows 10. IIRC IE 11 on Win7 doesn't even support touch screens, so I wouldn't be surprised if there was no real support for stylus features.
