Note taking apps. and annotation apps. modulate width with pressure, but over a very narrow range (minimum and maximum brush size aren't very different for an ink pen). If it's a pencil tool then pressure usually modulates both width and opacity, also over a narrow range (there's a minimum density that's already fairly dark, but the darkest still isn't a solid line). Drawing apps. modulate width with pressure. More sophisticated apps.
