Agreed on today's call that it's unlikely anyone will come to depend 
on the IDs being consistent between top-level browsing contexts.  
We'll add a note to the spec saying this isn't guaranteed, but not 
worry about the fact that some browsers (Edge) will provide this 
behavior and other will not.  If we later find evidence that some 
developer was depending on this, we'll revisit.  @teddink says they 
could explore randomizing the values to break the corresponding 
between windows.
