This actually just came up with a PEP user (unrelated to the 
transition events during capture though): 
https://github.com/jquery/PEP/issues/280

I think there will be a lot of work to educate developers about 
properly throttling DOM manipulation. The tools are available, but the
 community as a whole still has a long way to go. But this is a much 
broader issue than what's being discussed here.
