NavidZ has just submitted a new pull request for

Defining the "top-level browsing context" as the scope of
pointerIds which closes #52 

I was not sure whether it is okay to add a link to another draft spec.
 Or maybe it is better not to have a link for the definition of 
top-level browsing context at all.
