I implemented this back in May in blink but never got around to posting
that this has been done.

A simple example I posted here that is a carousel but there is content that
extends outside the boundaries; so it switches between scrolling and
updating the carousel

It works in chromium on touch devices; or simulated touch devices when the
web platform experimental features are enabled.
