ACTION: ask CSS WG about 'manipulation and pan-foo'

Hi,

I was reading the minutes, and realized that given that we decided to go
with the "mutual exclusive solution" approach, there shouldn't be need to
ask CSS WG, since that approach is rather clear.
We just need the spec to be changed.

(The action was created before we decided about the approach.)
