Updated IM on "processing rules"

Dear WG, as per the discussion at the teleconference yesterday [1], the ODRL Information Model [2] has been updated:
 - removed section “2.6.8 Rule Processing”
 - added normative statements back into individual sections

We plan to vote at Thursday’s call [5] to accept the editors drafts of the ODRL IM and Vocab for Candidate Recommendations.
