Evaluator page aligned with IM and Issues

Hi Ben and all,

 

at the call this Monday the urgent need of finalized documents for the test
period was underlined - and all the documents relevant for the Test Regime
should be harmonized in terms of terminology and logic.

 

One of the open issues was the Evaluator page -
https://www.w3.org/2016/poe/wiki/Evaluator - and it is highly relevant for
the Implementation Reports as implementer have to match the results of their
evaluator with the Truth Tables of this page and conclude by that PASSed of
FAILed.

 

In the past days Renato and I have aligned it with the IM:

*	The majority of the Truth Tables was not changed and show Rules are
Not-/Active 
*	. only a new rightmost column Rule shows the state of the Rule - if
Active - as defined by the IM.
*	The introduction got an explanation what sets a Rule to Active or
Not-Active
*	The introduction got a legend of the table column headers
*	An open issue was in Example 20: does a Not-Satisfied refinement of
an action set the parenting Rule to Not-Active? Simon raised that issue, I
pointed at different ways of evaluation in different Truth Tables.
Seeing no objections to Simon's view I followed it, also explained in the
introduction: Not-Satisfied refinements de-activate its Action,
AssetCollection or PartyCollection. (To document the discussion I have
attached a printout of the page.)
*	Another open issue was in Example 23: must the "original Duty" (term
used by the IM) of a duty be fulfilled when consequences are taken into
consideration for the evaluation? Simon has shown in Issue #275
(https://github.com/w3c/poe/issues/275) that this will not work with Duties
having a temporal constraint and evaluating the duty outside of it. As the
need of fulfilling the "original Duty" can be solved by making it a
consequence Duty (without temporal constraint) (see #275) the Truth Table
follows the #275 Issue and does not require a fulfilled "original Duty".

 

Now the page should be harmonized with the IM and open Issues and
implementers have a clear guideline for matching their evaluator results.
