Remedies and consequences and failures

Dear all,

I have posted at https://www.w3.org/2016/poe/wiki/Duty_Relations a  
revised model for remedies/consequences that arise as a result of  
failing to fulfill a duty or violating a prohibition.

I have also made a search on how other policy languages approached the  
problem, and I justify the changes I propose.
I will be happy if you comment on issue 209!
