ODRL Vocabulary & Expression

Dear WG, we have an early editors draft of the ODRL Vocabulary & Expression deliverable: https://w3c.github.io/poe/vocab/

This version has merged the original Vocab, Ontology, XML and JSON encodings into one.

The main section (2) shows two tables; one for the normative semantic description of the term, and the other for the ontological description and relationships.

Section 3 has the encoding guidelines, and Section 4 has all the Scenarios in the various syntaxes.

There is still one change we plan to make and that is a better grouping of the Terms (but they remain unchanged).

We also plan to propose we vote on this deliverable (as FPWD) next week (with the other two deliverables).
