Yes. META-SHARE is /an open, integrated, secure and interoperable sharing and exchange facility for language resources/ and it has much community support. Metadata of these resources is very richly described. Resources are also described in terms of what is permitted and what is not (some resources are for members, some are for academic use, etc.), and several fields for this regard (with different possible values) are described. Requirements come from the analysis of that metadata schema. Perhaps I should link a reference to that XML Schema in the wiki.
