Use Cases page updated

Hi group,

the Use Cases page is updated - https://www.w3.org/2016/poe/wiki/Use_Cases

-          New: section about issuing a use case

-          Template changed: “industry” added, numeric items list added to POE requirements

-          Template for copy & paste added (= without descriptions of the fields)

-          A simple Dummy Use Case 1 inserted above the richer Dummy Use Case 2
