Thanks for your note and the invitation to review the POE WG's drafts. I have reviewed the ODRL Information Model and the ODRL Vocabulary and Expression documents and am very impressed with the WG's results.

As a result of my review, I have created ten new issues on GitHub, some technical, some more editorial. As I read the documents, I also noted quite some typographical and grammatical errors that need to be fixed before proceeding to CR.

I currently cannot say if the DNB will implement ODRL or not. For the data we produce we tend to use CreativeCommons licenses, so the use cases will depend on what rights expression framework the organisations that deliver data to us will implement.
