1 - I have applied all these change... 2 - I did not include "it SHOULD include the entity it constrains and how its value for a comparison has to be retrieved/generated." as we have no way of actually supporting that now. We once discussed "subjectOf" but the consensus seemed to be to have better constraint definitions. 3 - Updated vocab with "This operator MUST only be used for Constraint relations". 4 - I can't see us defining which constraints are valid for Constraint Relations. I think that is a business decision for communities. (or I missed your point ;-) 5 - In XML, you will see a "#" id and, or course, the operator will tell you too. 6 - Yes, status can change anytime. It is useful if you transfer a license between systems and need to indicate past history.
