@riannella re -10 and -11: constraints refer in many cases to the 
asset and the defined as asset could be available in different 
renditions, e.g. a photo as TIFF, JPEG, PNG, GIF ... In this case a 
File Format constraint with the original definition ""The file format 
applicable to the Asset" and a permission action "transform" would 
raise the question: is this the input format of the transformation or 
the output format?
If it is felt that File Format and Language always means the output of
 the action then a) we should define that for the Left Operand and b) 
remove Language After.
