What does C1 odrl:and C2 mean? Both constraints must be satisfied (and we don't care when or even if they *ever* get satisfied). So, now consider C1 odrl:isNeccessaryFor C2. Both constraints must be satisfied and there is a temporal dependency: as soon as C1 is Satisfied, then start processing C2.
