We have to be aware that skos:scopeNote is one of many kinds of SKOS notes (https://www.w3.org/TR/2009/NOTE-skos-primer-20090818/#secdocumentation). Unfortunately it is not exactly defined but I infer its focus is on describing the scope of use of a term.
