Perhaps we just need to explain this difference in the ontology model
(vs the Info Model) in the Vocab/expression spec?
In essence, what the ontology model says is, take this:
odrl:leftOperand odrl:count
odrl:rightOperand 1 ;
and express it as this:
odrl:count 1 ;
