[PNG] Meeting minutes - Nov 25th, 2024

Attendance was an issue again. This is Thanksgiving week and we've gone a
long while without meetings, so that might be expected.

Executive summary:

   - mDCv/cLLi -> mDCV/cLLI renaming should happen
   - eXIf renaming should not happen
   - cHRM signed values & APNG ordering restrictions waiting on email
   responses
   - The broadcast world strongly desires cICP/mDCV/cLLI to landing in
   libpng. Mostly cICP.
