[PNG] Cancel meeting?

Hello everyone,

I don't think we have much to discuss so I suggest we cancel the PNG
meeting on Monday.
There are some updates, which fit nicely into an email:

Although we reached consensus to publish a Candidate Recommendation
<https://github.com/w3c/png/issues/453>, that Candidate Recommendation
Snapshot was not approved
<https://github.com/w3c/transitions/issues/636#issuecomment-2223346229>.

The main two issues seem to be:

   - The last horizontal review was a while ago. We might need another.
   This could add 3-6 months.
   - The charter requires we get review from named external organizations
   <https://www.w3.org/Graphics/PNG/png-2023.html#external-coordination>.
   Some we already have.


To remedy these issues:

   - A new Candidate Recommendation Draft was created
   <https://www.w3.org/TR/2024/CRD-png-3-20240718/> to provide for
   horizontal review. (But since the only substantive change was a mandate on
   existing browser behavior, perhaps we don't need horizontal review at all?
   We'll see.)
   - Chris Lilley has been working on sorting out external organization
   approval. Again, we already have some. Thank you, Chris.


For now, I believe no action is required from you all. (Although, if you
feel like you can hype up the external organizations it wouldn't hurt.)
