I'm not 100% sure.

The WPT bot is running macOS 13.6, Safari 185 preview.
My Mac M1 (where the test passes) is running macOS 14.2.1 and Safari 17.2.1.

Somewhere in between 13.6 and 14.2.1.

Leo might know. I've included him specifically.
