[PNG] Meeting minutes - Jan 8th, 2024

Attached is a PDF of the meeting minutes from Jan 8th, 2024.

Executive summary:

   - cICP is now supported by 2 separate browser implementations (Chromium
   & Safari).
   - The only thing blocking Third Edition advancing to the next step is
   possible lack of eXIf support. We're marking it as 'at risk' and
   investigating further.
   - FFmpeg now supports cICP in PNG outputs.
