[PNG] Meeting minutes - Oct 30th, 2023

Executive summary:

   - Binomial has joined the PNG Working Group
   - The required tests and implementations are doing well, with only a few
   gaps left to fill.
   - Lots of ideas for Fourth Edition, primarily revolving around data
   beyond RGBA and the format of the data. For example, RGBE uses a shared
   exponent channel <https://en.wikipedia.org/wiki/RGBE_image_format>.
