I would prefer for you to to open a CfC (call for consensus) issue on 
GitHub. This is for an updated Working Draft for TAG review, not (yet) 
for the Candidate Recommendation.

I agree. In particular these issues are editorial tidying but can 
totally be done after we publish a WD:

  -  Link to tables and figures by name #308

This one has been waiting for 3 weeks for the commenter to confirm that 
they are satisfied, so I am fine publishing a WD meanwhile:

  -  Privacy Considerations section should be expanded to cover risks 
deriving from cross-origin communication channels #282

This needs a small edit to a security section for encoders, but is 
straightforward so can easily be done before the WD is published:

  -  Security considerations: malicious data after IEND #170

Likewise a small edit is needed here, but it could be before or after 
the WD. My inclination is to add it now, publish the WD, then check with 
Anne if more is needed:

  -  Text chunk processing should be in terms of the Encoding Standard 
#273 https://github.com/w3c/PNG-spec/issues/273

Discussion on this is inconclusive (not clear if we are done or not) so 
I would tend to publish the WD and then see if any further discussion 
happens:

  -  Add notes for things which are deliberately not specified #126
