Correct, the First Public Working Draft of the PNG spec, 3rd Edition
<https://www.w3.org/TR/png/> does not include mDCv or cLLi. Those were
added after FPWD. They are in the current Editor's Draft
<https://w3c.github.io/PNG-spec/>.

I believe when we create an updated Working Draft to send to TAG, they will
be included.
