Do you mean because UHD can go as low as 0.0005 cd/m^2? (Not just 0.005
cd/m^2?)

If so, my suggested change is because that value doesn't match the stored
value.
We can use whatever actual value we want there, including 0.0005 cd/m^2.

We should choose either:

   - Actual value: 0.005 cd/m^2, Stored value: 50, or
   - Actual value: 0.0005 cd/m^2, Stored value: 5

Right now, we're incorrectly mixing actual value and stored value.
