I think it would be valuable to do so, and am up for doing it once I get 
back from vacation. Because CR is a call for implementations and 
currently, unless an implementer already knows about those things, they 
aren't going to understand it from the PNG spec alone.

However since it is non-normative guidance it doesn't affect the 
exclusion opportunity.
