Yes, requesting CR is the next step.

I also recommend:

I can take care of filling that in, once the CfC is ended, but reading 
that helps to make concrete the information that is needed to request 
advancement to CR.

We should decide which of the issues are actually blocking advancement 
to CR and which are just nice to have and can be dealt with afterwards 
(stuff like markup changes for example, which also depend on who has 
time available to do the work).

Also we will need a minuted decision or (better, especially in vacation 
season) a call for consensus issue on our GH asking for any objections 
to requesting CR. The deadline to respond should be at least a week, 
preferably two.

Publishing CR will trigger a new exclusion opportunity, but scoped to 
anything in the CR that was not in the First Public Working Draft.
