Meeting minutes - Decv 13th, 2021

Attached is a PDF of the meeting minutes from Dec 13th, 2021.

Executive summary:

   - We agree on accepting the private chunks of APNG.
   - We agree on updating the spec to note that there are exceptions to the
   public/private bit, and list them.
   - We agree to encourage companies to register their private chunks as a
   method to prevent name collisions.
   - We agree to update the PNG specification to use ReSpec.


The next meeting will be Jan 11th, 2022 from 11am-noon Eastern US time.
Note that this skips the scheduled Dec 27th, 2021 meeting which would be
too close to the holidays.

A future email will list topics for that meeting.
