Yes, /TR/epub is just an alias to /TR/epub/latest, which itself, points
to /TR/epub-33

If we follow what 'latest' means from [1], then it will point to the
new version when it gets published.
Now, it's possible (and up to the WG), to update /TR/epub to point to
/TR/epub/upcoming. The latter will keep being an alias to /TR/epub-33
until the version 3.4 reaches CR.

Introducing new shortnames like that can be confusing, especially since
it's common these days to use the shortname of a spec as an identifier,
e.g. the W3C API https://api.w3.org/specifications/epub-33.

We can have a discussion with PLH if there are strong use cases for
these links but at this stage, we are trying to simplify the whole
TR links scheme more than introducing more of them.
