Dear Web Philosophers, I started a conversation on the semantic web mailing list with the same title as this post. It brings together epistemological, geo-political and technical concepts together that should be of interest to members of this group. https://lists.w3.org/Archives/Public/semantic-web/2019Jun/ It is also in a way a pragmatic technical answer to the problems posed by Bernard Stiegler as to the relation of the local and the global in the technosphere, and his thematization of the nation and the inter-nation. This also ties into the debate on digital sovereignty which in France is quite advanced. For example the recent French Senate inquiry into Digital Sovereignty is available here with transcriptions.
